Hi Didier,

thanks a lot to you and the TC for bringing this issue to a conclusion.

I think that your patch is good.  Minor nitpick: the Policy does not use the
word "shall" much - I guess it is to help non-native speakers like me.  If I
understand well, it means "must" ?  In that case, I propose to replace it by
"must".
