Bug#794653: debian-policy: [lintian] Debian policy of debian devref should recommend of suggest to use dpkg-maintscript-helper

Lintian recommend in a few cases to use dpkg-maintscrit-helper particularly symlink<->dir and conf file handling.
It will be nice to document that this tool exist in order to improve the quality of scripts and avoid common pitfalls.
