Bug#704233: Policy for local packages.

Hi,

Here's a little wording proposal for a "local" archive area;

I don't know if that match all of Wouter's concerns;
but that is maybe good enough.

This could fit to webshops that sells games as i386 .deb's;
.deb used to deploy server settings in /etc ;
*_all.deb generated by game-data-packager for local
consumption etc...

Tools like dput would barf at those;
aptitude would show a big fat disclaimer
that this is not supported by the project etc...

----------------------------------------

2.2.4 The local archive area

Unlike main, contrib & non-free the 'local' area doesn't exists in any
online repository;
this area is meant for locally built & used packages; when 'local' can
be related to
either one computer, one familly, one company or one provider-customer
relationship.

The Debian project won't know about these localy generated packages and so
these don't need to follow the policy, but if it breaks you have to
keep both pieces.

Packages management tools like apt/aptitude/dput/vrms should still
know about these packages & tag those accordingly.
