Hi Bill,

in your participation to the discussion in #707851, you have commented on some
emails, and asked general questions that were left with no answer, but you have
not raised concrete objections on the proposal itself.  I carefully checked
that point a couple of weeks ago.  Your last message in this thread is from May
2013.

So in my point of view, while I definitely perceived that you were
unenthousiastic to say the least, there was no actionable point and I think
that in that situation it was good to go ahead.  The alternatives would have
been to do nothing or to pre-emptively defer to the TC, since you were not
giving a precise point of view of what you would like to keep or what you
refuse to add or change in the Policy.

In Jessie, the Debian menu will not be installed by default on every desktop
system.  I think that the change in the Policy follows and is well in line
with this decision.  Also, the policy package still contains the Debian Menu
policy, in which ample details can be given if necessary, and the Policy
still refers to it with a hyperlink.
