OK, we now have an emacs-nox metapackage, so that might also work.

Please try to update the debian-policy dependencies soon (or let me know
why that's not possible).

Oh, and I've been toying with the possibility of an emacs-bin-common
metapackage -- let me know if that would be useful to debian-policy
(instead of emacs-nox).
