The first link in the text, http://www.debian.org/doc/maint-guide/
will require I make a phone call to read the document.
If you had used relative links, then no matter online or off, the
document would be handy... hmm, if they had the package in question
installed ..,. hmmm ... perhaps give both links,

By the way, I sure wish you guys wouldn't call directories .html, and
wouldn't repeat items: "developers-reference/developers-reference.html/"...

This would require to add dependencies on all referenced documents, or
have both alternative links provided everywhere (not nice).

So, rejecting the idea. Closing.
