Updates to developers-reference have no regression risk, and unlike
debian-policy, whatever it contained at the time of a stable release is
of little relevance: one really should base his work and interaction
with the Debian project on the latest version of developers-reference,
not whatever was current when stable was released.

Please consider updating the package on stable through
stable-proposed-updates and point releases.

On the other hand, I believe that it's sufficiently common for
developers to run testing to avoid bothering with that.
Also the latest version is available on www.d.o.
