Assuming I understand what you're saying, the emacs metapackage is
solely for FSF emacs.  Currently:

  Depends: emacs24 | emacs24-lucid | emacs24-nox, ${misc:Depends}

Presumably there could eventually be an xemacs metapackage as well.
