Bug#753353: debian-policy contains ungrammatical phrase "must by installed"

Package: debian-policy
Version: 3.9.5.0
Severity: minor
Tags: patch

Hello,

policy.sgml contains the following sentence:

The special value byhand for the section in a .changes
file indicates that the file in question is not an ordinary package file
and must by installed by hand by the distribution maintainers.
        ^^^

This should probably mean "must be installed".

Regards,
Benedikt
