This would need some new mode of disabled other than the one that we have
now that would be reversed on reinstallation, since otherwise this would
result in services being disabled and never re-enabled during some types
of upgrades.

I think this issue only applies to upstart, since systemd configuration
files aren't shipped in /etc but in /lib and hence are removed when the
package is uninstalled.
