I do not believe that policy has ever proscribed that a developer must
keep their development machine in one state or another, and I think it's
a bad idea to start doing so. For this reason I much prefer the first
version of the patch you submitted, personally.

This is one reason that I don't think it's fair to start shaming people
who may wish to install steam or another non-free game/game system on
their machine. (we also should not suggest that someone cannot
contribute to Debian without more htan one physical machine in their
possession.)
