Hi Peter,

I am unsure how effective such recommendations are.  People do not read the
Developers Reference before each upload.  Also, there was very recently an
announce from the release team encouraging to upload at medium urgency when it
helps, so the time window in which a problem can happen is quite narrow.
Lastly, the release team has the possibility to block uploads to unstable
when a transition is problematic.

Perhaps the main issue here is that the recommendation conflates two separate
questions.

1) What should have the priority: the update of Testing or the update of
Unstable ?  For this I think that it should be up to the maintainer and we
should not try to make a recommendation that is based on assumptions that can
not be generalised.

2) Will the upload impact other developers works, in particular in case of
transitions ?  Here again, it is important to be precise, and to double-check
that it reflects the views of the release team.  In particular, we should think
twice before writing a workflow where one of the outcomes can be "stop what you
are doing and come back in 9 days".

I think that, in spirit of your proposition, there would be two additions to
the Developers Reference that would have a higher added value: a synthethic
checklist to look before uploading, and a summary of which actions on a package
have potential consequences on the work of other packagers or integrative
teams.
