Bug#731666: suggest to think about testing before uploading to unstable.

I disagree on "generally".  Whether it's better to let it migrate to testing
first or not depends on the state of three packages, the package currently in
testing, the package currently in unstable, and the package to be uploaded to
unstable.  It's up to the package maintainer to make a judgement call on this.
