Okay, fair enough. I still think it is wrong to close the bug in that
situation, but given this explanation I understand the reasoning; and I
am not a policy editor, you are ;-)

Copyshops should do vouchers. So that next time some bureaucracy
requires you to mail a form in triplicate, you can mail it just once,
add a voucher, and save on postage.
