Thanks for the report and sorry for the delay with reply. I have mixed
feelings though
1. majority of files under /usr/share/menu indeed provide full path even
if under /usr/share/pixmaps
2.
"Debian Menu sub-policy" http://www.debian.org/doc/packaging-manuals/menu-policy/
seems to not contains anything but information on sections

giving more glory details on menu states that
a. "Icons should generally be installed in the directory /usr/share/pixmaps"
so general location is known/standardized
b. gives examples without full paths:
icon=path-to-pixmap.xpm\
so overall suggesting absence of the requirement to have full path to
icon specified.
wouldn't it be more productive/useful to patch openbox (and
possibly others) to look in few canonical locations for the icons?
(CCing openbox maintainers)
or may be I am missing some other standard/policy mandating full path?
if we end up fixing to the full path, we should then also fix
menu-policy (CCing debian-policy maintainers) to describe the need
of full path in icon entry?
