I think "build environment" is not what we want to document, but
the environment anything that runs can expect.

This was about things like /proc, /dev/pts, /sys and /dev/shm
being available.  You normally don't need those to build something.
If people run into problems when those are missing during the build
process it's ussually the testsuite that has a problem.
