I have merged this patch for the next release.  Thanks!  While I think we
can improve this documentation as we go forward and will have additional
requirements we want to describe, I don't think there's anything harmful
in the current text and we can be incremental about this.  And it's what
packages are already doing to integrate with upstart, so we're describing
existing practice.

While it's less than ideal since it doesn't keep the init stuff together,
I moved the new section to the end of the chapter so as not to renumber
all the subsequent sections and break cross-references (in Lintian, for
example).  The general problem of maintaining cross-references is
something I want to tackle for the general DocBook rewrite, at which point
we'll also regroup all the init system stuff.
