Bug#374029: Build-Depends{,-Indep} as defined is not useful and not followed

I'm not sure that I understand. The only change in Policy changes
build-arch and build-indep to mandatory from optional, and that isn't
something we're doing but rather something the Technical Committee
decided.
Yes, a whole flood of changes to implement that right now wouldn't be
welcome, but I was planning on saying that explicitly when I posted the
upgrading checklist and the release announcement. That's standard for any
Policy uploads during the freeze -- we don't want people to get too
excited about updating everything unless it's really critical. But the
freeze is also often when I have a chance to work on Policy.
The other stuff you mention, like the dpkg code, is not discussed in
Policy and is not really relevant to this change. That was dealt with by
the Technical Committee decision, and I don't think there are any changes
in Policy required for that. The code in dpkg to attempt build-arch is
going to be there and is going to be used regardless of whether we change
Policy or not.
