The other half of the replacement for MIA would be the periodic WAYT pings
(hopefully that's still a plan to do that ongoing) to confirm that people
still want to be active in the project.  Just because someone has no
packages doesn't mean that we should close their account; they're still
entitled to vote for as long as they wish, IMO.
