Bug#679751: please clarify package account and home directory location in policy

I'm not sure that I understand the use case.  I've never needed to create
an authorized_keys file for a system account created by a package.  Maybe
you could explain more about what you're doing that makes this a
reasonable thing to do?  Everyone uses systems differently, and I'm sure
there's a reason, but you seem to think that the use case is obvious and
it's not at all obvious to me.
