Bug#660249: debian-policy: [PATCH] remove a confusing & unnecessary reason for a package to be "extra"

Package: debian-policy
Version: 3.9.2.0
Severity: normal

It is not really clear what is meant by packages that "are only likely
to be useful if you already know what they are", and it also seems like
it would put too many packages in "extra".

Removing this reason for packages to be in "extra" should clarify the
difference between "optional" and "extra", and reduce the time spent
arguing about whether or not it applies to a given package.
