I suggest to not include the above in debian-policy, and look at the prompts
case by case, to see how annoying they are, and to decide on whether or not to
remove them, or display them only once or so to limit the annoyance.

I don't think that the DFSG limits the ways the user may informed by the
software about the applicable license(s).
