Interesting condition.  According to Developers Reference 5.9.4,
orphaning is a process that is only supposed to be initiated by the
existing maintainer.

So yes, that would also be disallowed.  Since you are not yet the
maintainer, you cannot orphan the package in order to become the
maintainer.

I would probably go ahead and merge the removal and orphaning
statements together as a change to the above patch.
