Bug#680174: Improving our response to "duplicate" packages in Debian

thank you for your patch.  Here are a few comments.

I think that everything could be pooled in section 5.1 (New packages).

I propose to delete « Complain to upstream instead ». We do not know if it will
be productive so let's avoid sharing the responsibility for starting heated
discussions upstream.

I think that that the current consensus is that « in Debian » means the same as
« in the main section ».  Perhaps the above sentence can be rephrased as
follows.

You should also consider if your prospective package is redistributable in the
Debian archive and if it is suitable or not for the Debian distribution (the
main section of our archive).  See <URL to social contract point 5> and <URL to
Policy chapter 2> for details.
