I'm fine with taking it to the tech-ctte; that's our job.  I wouldn't
necessarily assume that Charles is the only one who wants to change the
policy; he's just the one who's willing to keep pushing on it, despite a
lot of resistance.  I've definitely heard grumblings and unhappiness about
it from lots of other people, and I know some other maintainers are just
ignoring it.
