There is an open bug in debian-policy about the first part (where
consensus seems to be reached). I guess not using team names should be
documented at the same place.
In my opinion "person uploading this version" from Policy 4.4 talks is
already intended to mean real persons and not teams, but maybe it should
be clearer.
