Bug#653399: developers-reference: Please include a paragraph about Debian Maintainers (DM)

By implementing GR 2007/03 we have now "Debian Maintainers" for quite a while
already. There seems to be some confusion about their role and several
workflows seem to yield to confusions. Thus, please document:
* when a person should be a advocated as a DM (e.g. grab ideas from [1])
* what are limitations of DM uploads (e.g. think of backports, proposed-updates
and such). Note backport uploads should be working by now.
* who and when to set the DMUA flag. In particular many DMs seem to set
that themselves and get criticized for that on mailing lists (e.g. [2])
