Bill has said that he doesn't agree with the long-term goal of making the
targets mandatory. So far as I know, he's the only one who's said that in
the discussion, but he's right that the tech-ctte hasn't made a decision
on that yet, and it's probably fair to say that his stated disagreement
does make it controversial.
