I'm not sure how else to word it. I tried to resolve that ambiguity, but
apparently wasn't successful.

But that matters for interoperability. The point of this section is to be
able to issue the command:
x-terminal-emulator -e vi 'some file'
and know that it works. If you don't use exec, it won't.
