Beside, Russ could not know about your patch before uploading 3.9.2.0 since
you send it after that date.

I am not in control of the policy web page. All I can do is to upload a policy
package that include DEP5, which was done in 3.9.2.0 by Russ. You can ask
debian-www to add it to the website if it is not already done.

Whatever changes to policy has to follow the documented policy process, with
a proposer and two seconders and a one-week discussion period. 
When this is done, I can upload policy 3.9.3.0 if you like.
