Hello, This bug came up for discussion this evening at DebConf; I think it's overdue to be followed through on. Lucas seems to agree in the end with my own believe that there is a weak consensus in favor of the proposed policy, and it does effectively reflect current practice, so I think applying this patch in some form is the right thing. The biggest remaining point of contention seems to be whether an RC bug which has had a response from a maintainer indicating that it's in progress should be covered by the "0 day" policy after 7 days, or if it should be covered by the "2 day" policy. Since this is contentious, I propose the more conservative policy be applied, as per the attached patch.
