Rather than pressure to answer, I see this as more like "if you're sufficiently
busy with something else that you didn't answer within 7 days, then a helpful
DD who wants to fix RC bugs on your behalf isn't required to wait for you to
not be busy". NMUs are meant to be assistance, not some sort of punishment.
§5.1.1 of the devref already puts a lot of emphasis on NMUing carefully,
for instance by trying to contact the maintainer, making minimal changes,
seeking advice from others, and applying "above all, do no harm".
