Bug#623050: debian-policy: [DEP5] URI to EFL license points to EPL

In DEP5 included with debian-policy 3.9.2 package, the URI associated
with Eiffel Forum License 1.0 actually leads to Eclipse Public License.
I do not know if there is a rationale for not having EPL, buf at least
the link should be changed from http://spdx.org/licenses/EPL-1.0 to
http://www.eiffel-nice.org/license/forum.txt

Except if the intention was to include EPL, in which case the comment
(and not the URI) should be changed.
