Bug#620566: dpkg: "version number does not start with digit" is in contrast to policy

Unfortunately, we cannot force upstream to use a version that start by a digit,
We would need to document a mangling process for upstream version that start
by a letter.

I really fail to see the motivation for this change in dpkg.

So far, I am objecting to the change as it is.
