Thanks.  I think this is a non-normative change, since "The Window
Manager Specification Project written by the Free Desktop Group"
refers to the same documents regardless of what URI we use.

Re the first URI: I wonder if we should say something more precise,
like EWMH 1.3 <http://standards.freedesktop.org/wm-spec/1.3/>.  That
would be a bigger change, though[1].

Re the second URI: it's a shame the main freedesktop.org site
hard-codes "wiki" in its address, but I suppose it's best to respect
their wishes.
