My understanding is that the point of including sub-policies into
debian-policy is, in part, for them to follow the same consensus process
as other Policy modifications.

Also, so far we've not had any real difficulty getting seconds for
sub-policy modifications (well, when one of the Policy maintainers is
pushing a little; SETTITLE has sat for quite some time and could use
seconds), so right now at least I'm not sure we have a problem that needs
to be solved.

In general, my hope would be that if a sub-policy for a particular area is
managed as part of Policy, those who are interested in that area would
monitor the debian-policy mailing list and discuss and second changes in
that area.
