In my opinion, DFSG-free Create Commons v3.0 licenses are already common enough
to be included in /usr/share/common-licenses:

There was some subsequent discussion of the thresholds for what should go
into common-licenses, but I don't believe anything that substantially
altered the conclusion above. I'm therefore going ahead with closing this
bug now.
