Bug#509933: versioning SONAMEs of shared libraries is not clearly recommended

We go into ldconfig later, so I think you're right.  I pulled the
reference to ldconfig in this section.

Added a reference pointing to deb-symbols(5) for right now until someone
has a chance to write up symbols for inclusion into Policy.
