It looks like Manoj got all the easy states. If someone wants to go
through Policy and try to find instances of "installed" and the like used
as a dpkg state as opposed to some other term and propose a fix, I'm
definitely happy to review, but I don't want to hold up this fix for that.
I've made the additional changes that you recommended and have now merged
this fix for the next release.
