The list of all sections is defined in policy:

As for descriptions of each of those, you could use:

  http://packages.debian.org/unstable/

But there are 2 additional entries in the second list:

  base
  debian-installer

I think these should be included and there should be link to 
  http://packages.debian.org/unstable/
