Bug#491318: init scripts "should" support start/stop/restart/force-reload - why not "must"?

Alternatively, the proposal should be clarified to mention that it is
optional for system startup scripts (runlevel S), but mandatory for everyone
else.

Daemon and regular service initscripts really ought to implement all
actions, and do so *sensibly*.
