Actually I think the term Failed-Config is the less used one. The dpkg
man page refers to half-configured. On error or debug messages dpkg
also uses half-configured. The same for stuff like “dpkg --audit”, on
the log file or on the status-fd output.

dselect help screens also use half-configured.

Checking the sources I only see two instance of “Failed config”, one
in “dpkg --query” output header as Failed-cfg and the other one in
dselect when printing the status string  as “failed config”.

So it might make more sense to just get rid of the “Failed config”
string instead, which is the one creating confusion.
