Bug#547272: policy 5.6.16 - Format field: Is it really 1.5?

In policy 5.6.16, about Format field I read:
: This field specifies a format revision for the file. The most current format
: described in the Policy Manual is version 1.5. The syntax of the format
: value is the same as that of a package version number except that no epoch
: or Debian revision is allowed - see Version, Section 5.6.12.
I've some doubts:
1- what is the 1.5 format ? Googling it seems that few packages *had* such
version, and some references give it as Wig&Pen format (which it is
really 2.0).
2- Policy really specify the format (as 1.0 or 1.5)? It seems that the
format is not specified in policy, but only by dpkg-source.
So I propose to remove the second sentence.
BTW how will be the new version?
"Format: 3.0"
which is valid according such paragraph
"Format: 3.0 (native)"
which seems the proposed form in dpkg-source, but invalid in policy
In such case we should adapt the policy.
