Yes.. but at the cost of making README.source useless for the vastly more
common case.

We would all like better documentation of Debian development practices, but
inserting boilerplate tutorials or single-line references inside source
packages that are actually quite ordinary is damaging to the entire concept,
as outlined my myself and others in this bug report.

Please, counter this claim so we can move forward - this is what this bug is
about, not whether developers would be helped by the documentation. I'm sure
they would.
