We need to also deal with all the other packages that create directories
in /usr/local, which I think is mostly the interpreters (Perl, Python,
etc.), Emacs, TeX, and a few other similar cases.
The TC decision and discussion does seem to point towards a preference to
better support people who want things to be staff-writable than just
saying "use chgrp/chmod." I was expecting something along the lines of
Don's proposal, basing permissions of new directories off of the
permissions on the parent directory. I do agree that your approach would
be a lot simpler, though.
