Ah, hm.  Well, when counting seconds, I have the problem that I don't know
who's a DD and who isn't (we're not requiring GnuPG signatures or
anything), so I've been not worrying about it on the grounds that what we
really care about is the technical insight.  On the other hand, I suppose
Policy is to some extent a governance process, where it matters whether
someone is a full project member.

I suppose I can do a db.debian.org check when counting contributors to see
whether they're DDs, and that isn't too much additional hassle since for
most regular seconders I already know or they're using a debian.org
address.

For me at least, the line would be between DD and not DD if we're going to
limit seconds, since I think if we're limiting seconds it's mostly on the
basis of use of Policy as a governance process, which means that it's
project membership that's most directly relevant rather than technical
contributions.  DM seems like a fairly limited and package-specific thing
and therefore wouldn't be directly relevant.  But that's all just off the
top of my head.

Looking over the changelog, I think this is specifically relevant to
Bug#493007 (localized man pages should be up-to-date or warn), since a
db.debian.org doesn't return a DD match for Helge Kreutzmann.  We'd need
another second for that proposal or I'd withdraw it before upload.
Everything else has at least two seconds from DDs (I count the wording
proposer as the third second).
