Bug#534408: debian-policy: Installed-Size is defined as "kilobytes" but dpkg-gencontrol fills it in with kibibytes

I think it's more common to deal with kibibytes for computing-related
things.  Having dpkg present Installed-Size in different units than,
say, ls -h produces would I think be confusing.  (ls -h --si exists, but
I think it's relatively uncommon.)
