Oh, sorry, I misunderstood your comment. You're talking about the
build-depend part. Yeah, this means there's no explicit statement
saying that a Perl module must build-depend on perl, but dpkg-dev
depends on perl so it's pseudo-build-essential. Plus, I would hope that
would be obvious, since Perl is used during the build process, that a
dependency on perl is required.
