Seconded, with or without:

> +         comment lines starting with <tt>#</tt>
            preceded by no whitespace.

Or some wording to that effect. The rationale is that it's very common
for files that accept #-style comments to accept them if # is preceded
by whitespace, but this is not the case in control files.
