Yes, sorry about that, I hadn't appreciated that the FHS is independent of Debian.. Your proposed change to policy looks good.
I wonder if it's worth adding a note/example that the "install", and "mkdir -p" options in this context e.g.
install -o owner -g group -m mode -Z SELinux_context -d /var/run/subdir... just because I've seen some roundabout / verbose ways of creating such directories in various init scripts. If this is overly directive (or patronising) it could be left out, of course....
